Nobody can clearly say what constitutes literacy because we all have different viewpoints. I’ve always thought a person was literate being able to read and write but it can be so much more than that. Just because a person has trouble writing doesn’t mean they have problems comprehending information. I’m sure people disagree on determining what reading level is considered literate too. We can’t say what constitutes literacy because we don’t have a clear cut answer.
